

The future Museum & Memorial of Terrorisme will take up residence in an unoccupied part of a military barrack (Caserne Lourcine), in the 13ᵉ arrondissement of Paris.
On September 3, 2025, President Emmanuel Macron informed the mission to prefigur the Museum & memorial of Terrorisme that it wished to abandon the site of the former École de plein air deSuresnes, chosen in 2021. Despite its exceptional character and all the work accomplished, the budget situation made it impossible to find the 95 million euros required to restore this listed building.
The mission was asked to choose a new location from among four properties belonging to the Ministry of the Armed Forces, two in Paris, two in Greater Paris. It had 4-5 weeks to make our decision. After as thorough an examination as possible in the time allotted, it became apparent that a disused part of the Lourcine barracks, in the 13th arrondissement of Paris, fulfilled the conditions required to carry out the Museum & Memorial project under the right conditions. While this barracks already houses a campus and apartments for army personnel, the planned location is physically separate from it. Initial analyses have shown that this site is suitable for the project, in terms of available space, accessibility and the possibility of creating a memorial as well as a museum. Initial budget estimates point to a cost of less than half that of the Suresnes project.
The Prefiguration Mission reported to President Macron on October 9, 2025. A few days ago, the President announced to victims' associations - whom it would like to thank warmly for their ongoing support - that this site would host the future place of history and remembrance. The announcement was made public on Tuesday November 4. The Prefiguration Mission welcomes this decision, which it will implement as soon as possible.
