Launch of the international design competition for the Museum and Memorial of Terrorism

The international architectural design competition for the construction of the Museum and Memorial of Terrorism (MMT) on the site of the Lourcine barracks, in the 13th arrondissement of Paris, has been launched. The public call for tenders was published on 17 September 2026 in the Official Bulletin of Public Procurement Notices (BOAMP) (in French) and is currently being published in the Official Journal of the European Union (OJEU).

Organised as a restricted competition, this call for tenders covers both the architectural design of the future Museum and Memorial and the scenographic layout of its spaces. Candidate project management teams have until 30 October 2026, 12.00 noon (Paris time), to submit their applications via the government procurement platform (PLACE).

A national museum and memorial to pass on knowledge and preserve memory

The Museum and Memorial of Terrorism aims to convey the history of contemporary terrorism, its causes and consequences, in France and around the world, and to ensure that victims are recognised and that their memory is passed on to future generations. Currently in the preliminary planning phase, the institution, established as a public interest group (GIP-MMT), is preparing to set up on the disused part of the Lourcine barracks, in the 13^th arrondissement of Paris.

The launch of the project management competition marks a decisive stage in the project: it will enable the selection of the team responsible for designing the site’s architectural layout, creating the national memorial to the victims and devising the exhibition design for the future museum, which is scheduled to open in late 2031.
